The guy you're talking about is small potatos. He has no power, he just does what he's told by those who pull his strings. The Tobacco Products Scientific Advisory Committee is the one to worry about because it includes several prohibitionists with voting power. Most dangerous is the Chair of the Committee, Dr. Jonathon Samet, who has been an epidemiology tobacco researcher for around 30 years. Of all the crooks in tobacco research, he does the best job at portraying himself as someone credible. That's why when government wants someone to do an important report or head a committee on tobacco, the Anti-Tobacco leadership gives them Samet. However respectable Samet may appear, he's just as much of a liar and a fraud as the rest of them. He's just better at it than the boobs who comprise their leadership.

If Anti-Tobacco is successful at controling the FDA, any medicine for nic addiction will not be tobacco. The pharmaceuticals who sell patches and drugs like Chantix won't permit it and they provide most of the funding for Anti-Tobacco. There's no reason for them to change the tactics that has worked for them so far...."For the kids" (like in Mein Kampf) or "smokers cost to society" (easily proven to be nonexistent) or their main weapon, "secondhand smoke" which they use for bans. I believe they intend to go for a national smoking ban next year if the political climate is favorable. Once smoking is banned just about everywhere, they can say the only way to keep us from smoking in our homes around our kids is to ban it outright.
One problem they face with that is government's reluctance to give up all the zillions they collect in tobacco taxes, but that can be overcome and they have the power and money to do it.
